Online Course "Modern Thermal Power Engineering - International Trends and Challenges for Kazakhstan"

Kazakh-German University (DKU) in Almaty together with the consulting company from Germany VPC GmbH held an online course "Modern Thermal Power Engineering - International Trends and Challenges for Kazakhstan" within the preparation of the RK draft law "On Thermal Power Engineering". The online course was held from May 17 to June 15, 2022.

Everyone is welcome to take the course here. After finishing the course, you can receive a certificate of completion.

In accordance with the decision of the Interdepartmental Commission of 2021 the work on the Law of RK "On Thermal Power Engineering" is in progress. At the first meeting of the Working Group, which includes representatives of state-authorized bodies in the field of energy and tariff setting, it was decided to conduct a training program covering the main conceptual issues of the modern thermal energy sector, including:

  • Modern technical performance of district heating (sources, automation and control, temperature control, location of heat substations, accounting).
  • Basic tools for monitoring and regulation of the heating sector in the implementation of energy efficiency and renewable energy policies.
  • Planning, regulation and monitoring of heat supply systems at regional and municipal level.
  • Design of consumer systems, quality of heat supply, contractual obligations and relationships.
  • Tariff regulation, including incentives for efficient operation and appropriate tariff structures.
  • Heat affordability and protection of socially vulnerable consumers through targeted social payments systems for heat.
  • Selection and implementation of public-private partnership (PPP) models in the heat sector.
  • Consideration of gender aspects in the policy, management and operation of the heat sector.

The purpose of the online course:

To provide a systematic transfer of knowledge on the main issues of the new model of the heat sector.

To prepare the interested parties for the relevant obligations they will have in connection with the new Act.

The online course was jointly organized with the official Working Group of the law on thermal power engineering. A team of international and local experts from the leading German consulting company VPC GmbH, its training division Dornier Academy, together with DKU, acted as instructors.

For reference: VPC GmbH, part of the Dornier Group, was engaged by the Asian Development Bank and the RK Ministry of Energy to support the development of legislation on thermal energy and has been working on consulting documents and draft laws since 2020.
